Delhi High Court Orders Measures to Prevent Communal Violence Ahead of Eid in Uttam Nagar
In a crucial intervention, the Delhi High Court has stepped in to address rising communal tensions in Uttam Nagar, directing authorities to take immediate preventive measures ahead of Eid and Ram Navami. The Court’s order comes in response to a Public Interest Litigation (PIL) warning of an “imminent” threat of communal violence following a recent Holi-related murder incident.
Background: Holi Incident Sparks Communal Concerns
The case arises from a March 2026 incident where a young man was allegedly killed during a dispute between members of two different communities. The PIL filed by the Association for Protection of Civil Rights (APCR) stated that the incident was subsequently “widely communalised” through rallies, inflammatory speeches, and social media posts.
The petition highlighted serious threats, including slogans such as:
“Khoon ki holi Eid pe khelenge”
It further warned that the situation had escalated into a climate of fear, with allegations of targeted intimidation, boycott calls, and harassment of members of a particular community.
PIL Flags Serious Law and Order Breakdown
The petition urged the Court to intervene, stating that authorities must act to prevent:
“imminent communal violence, hate speech and targeted discrimination.”
It also pointed out that hate speech had already translated into real-world consequences, alleging:
“violence, vandalism, arson, mob assaults and forced economic shutdowns.”
The plea further claimed that several families had fled the area and shops were shut due to fear, reflecting a breakdown of public order and trust.

High Court Issues Strong Directions
A bench led by Chief Justice D.K. Upadhyaya and Justice Tejas Karia took serious note of the situation and issued clear directions to the Delhi Police and administration.
The Court cautioned authorities against complacency, stating:
“Please tell the authorities not to be lax.”
Emphasising the need for visible and effective policing, the bench directed:
“Police bandobast… should instil a sense of safety and security in all.”
The Court further made it clear that no attempts to disturb communal harmony would be tolerated and observed:
“No one should be allowed to create any untoward situation.”
Highlighting the significance of the upcoming festivals, the Court stressed that:
“Eid is a pious occasion.”
Importantly, the bench extended its concern beyond Eid and directed authorities to maintain strict vigilance through the Ram Navami period as well, recognising the potential for prolonged tension.
Directions for Peaceful Festivities
In connected proceedings, the Court also directed Delhi Police to:
“Take all steps to ensure peaceful Eid and Ram Navami celebrations.”
This direction reinforces the administration’s duty to proactively prevent any escalation and ensure that both festivals pass without incident.
Police Assurances and Preventive Measures
The Delhi Police assured the Court that multiple preventive measures have already been implemented. These include increased deployment of personnel, surveillance in sensitive areas, and engagement with local communities.
Authorities also informed the Court that action had been taken against inflammatory content online, with numerous social media posts removed and further action underway.
Peace committees and meetings with community leaders have been organised to restore trust and maintain harmony at the ground level.

The PIL also raised concerns regarding alleged inaction against hate speech and unlawful assemblies. It argued that failure to act promptly on such incidents emboldens further violations and deepens communal divides.
Additionally, the petition warned about attempts to provoke unrest through coordinated campaigns and symbolic acts designed to inflame tensions during sensitive periods.
